Air Quality Working GroupDomestic EmissionsSmoke Control AreasSmoke control orders prevent burning of unauthorised fuels on open fires inside homes. Most Local Authorities have already introduced smoke control areas, in built up areas of the conurbation. Information on bonfiresBurning waste produces smoke that contains a range of pollutants. The smoke can have damaging health effects especially for people with breathing difficulties and increase background levels of air pollution. The smoke is likely to be a nuisance to neighbours, preventing them from enjoying their gardens, opening windows or hanging out washing. In 2005 the Greater Manchester local authorities are conducting a campaign to stop people burning domestic refuse and to encourage more sustainable options such as composting and recycling. Energy Efficiency Measures/SchemesThe Home Energy Conservation Act 1995 (HECA) required local authorities to reduce energy use in domestic premises. The government has set a target of a 30% improvement in domestic energy efficiency (as compared to 1996 levels) over 15 years. To help meet this target the Greater Manchester authorities are planning and implementing HECA strategies, which aim to significantly improve the energy efficiency of the residential properties in their area.
